The problem

Onboarding and evaluating SMEs across a nation needed a single source of truth — with role-based access for applicants, reviewers, and program owners — replacing fragmented spreadsheets and ad-hoc tooling.

The approach

• Modeled the SME lifecycle as explicit states with role-based transitions.
• Built scoring and reporting as composable rules so program owners can iterate on criteria without redeploying.
• Delivered an Angular frontend on top of an ASP.NET 9 + PostgreSQL backend.
• Designed reporting views that read directly from a query-optimized projection layer.

Outcomes

• Live nationwide platform used by program owners and SMEs.
